YOUTH Skills Development Programmes
The programme targets unemployed graduates who hold qualifications in tourism and hospitality. It runs for 12 months and includes a work readiness workshop followed by placement with approved host employers. Upon completion, participants will receive certificates issued through host employers.
Selection Criteria:
South African citizens aged 18–35
Tourism and Hospitality qualification (certified copies required)
Certified copy of South African ID
Unemployed graduates, including persons with disabilities
Proof of residence and any other relevant certificates
Applicants who have previously participated in Departmental learnerships or skills programmes must disclose this in their motivational letter
Participants will receive a monthly stipend.

2. Culinary Skills Programmes
The Culinary Skills Programmes focus on developing competencies related to food preparation and service. These programmes are aimed at unemployed youth seeking careers in the tourism and hospitality industry.
Training is offered over 3, 6, or 12 months, depending on the specific programme. Skills covered include, but are not limited to:

Participants who successfully complete the programme will receive accredited certificates.

3. Recognition of Artisan Prior Learning (ARPL) for Chefs
The Artisan Recognition of Prior Learning (ARPL) Programme enables experienced chefs to obtain a formal occupational qualification (Chef Qualification – SAQA ID 101697) by recognising their existing skills and workplace experience.
The programme guides candidates through the ARPL process to achieve a Chef qualification at NQF Level 5, including professional designation. It is aimed at employed chefs who possess practical experience but lack formal qualifications.
Selection Criteria:

South African citizens aged 19 years and older

Minimum of three years’ experience as a chef in a brigaded kitchen

Ability to read, write, and communicate in English

Demonstrated passion for food, strong work ethic, and attention to detail
4. Women Executive Development Programme
This programme targets employed women at middle management level and above across all provinces. Its primary objective is to develop leadership capacity through training delivered by a recognised South African business school
The programme prepares participants for executive, board-level, and senior leadership roles within the tourism sector.
Admission Requirements:

A SAQA-registered three-year Bachelor’s Degree or National Diploma (360 credits)

Must be a South African woman
-
At least three years’ managerial experience in the tourism sector (or a recognised portfolio of prior learning)

Access to a computer and reliable internet connection
Participants must be able to attend weekly syndicate group meetings and two compulsory study schools held at designated venues.
5. Tourist Guide Training
Tourist guiding plays a vital role in the tourism value chain by shaping visitors’ experiences and promoting a positive image of South Africa. As a regulated profession, tourist guides must undergo formal, SAQA-registered training.
Upon being declared competent, candidates receive certification from CATHSSETA or another accredited institution and must register with the relevant Provincial Registrar to operate legally.
Tourist guides are often freelance or self-employed, working irregular or seasonal hours. The role requires strong organisational, communication, and customer service skills, as well as the ability to market oneself.
The Department funds both upskilling programmes for existing guides and training programmes for new entrants. These programmes are advertised on departmental social media platforms and the official website. Selection criteria vary depending on the specific skills intervention and sector needs.

6. Internship Programme
The Department’s Internship Programme supports graduates by providing work-based experience and practical exposure to improve employability within the broader labour market.
Interns are placed in a structured working environment to develop professional competencies through hands-on learning.

7. Tourism Monitors Programme
The Tourism Monitors Programme is implemented under the Expanded Public Works Programme (EPWP) to enhance tourism safety while addressing youth unemployment. The programme involves training and deploying unemployed youth to key tourism sites.
Participants receive training, mentorship, and practical workplace exposure aimed at improving visitor safety, reducing crime, and strengthening tourism operations.
The programme runs for 12 months, consisting of:

3 months of theoretical training

9 months of practical workplace training
Participants are also trained in customer care and protocol, enabling them to interact professionally with tourists, dignitaries, diplomats, and high-profile visitors.
Successful candidates must sign contracts and undergo security vetting. Candidates with adverse vetting outcomes will be withdrawn from the programme.
